This legislation will add pre-birth complications, childbirth, and postpartum recovery to the list of health conditions which render students eligible for home or hospital instruction under the Students’ Right to Home or Hospital Instruction Act of 2020.

As introduced Bill 25-279 would require owners of rental habitations who provide air conditioning to tenants to have individual air conditioning units or central air conditioning systems inspected by April 1 of each year and correct any defects by May 1 of each year. The units must run through October 31 of each year. Among other things it would also require the Department of Energy and Environment to work with the Sustainable Energy Utility and the Green Finance Authority to establish a Cooling Energy Offset grant and financing program for such owners.

As introduced Bill 25-226 would authorize employees and agents of public schools who have been certified under an Office of the State Superintendent of Education administration training program to administer undesignated albuterol to a student who is suffering from an asthma attack and undesignated glucagon to a student who is suffering from hypoglycemia due to diabetes.

As introduced Bill 25-182 would grant small condominium buildings with eight or fewer units eligibility for residential solid waste management services from the District. It would also require the Chief Financial Officer to undertake a study of the solid waste tax credit deduction issued to owners of condominium living units or homeowners who pay for commercial solid waste collection services.

As introduced Bill 25-181 would require the Department of Transportation to undertake a study of the District’s Residential Parking Permit Program.

This reintroduced bill would prohibit employers from asking a potential employee abut salary history until after a job offer has been made. Additionally, employers would require related workplace notices to inform employees of their rights.

This legislation would require local education agencies (LEAs) notify families or caregivers of students with disabilities within 5 days of a staff person’s transition; document and notify families or caregivers of incidents of physical injury within 1 hour of the incident; require LEAs to install carbon monoxide detectors; and require schools provide annual dental and vision exams to students.

This legislation ensures District residents receive the full benefit of their health insurance plans by requiring health insurers count all funds paid toward an individual’s copay or coinsurance, including from coupons and patient assistance programs, be counted toward the individual’s deductible and out-of-pocket maximum.

This bill would incorporate community land trusts (CLTs) into the Tenant Opportunity to Purchase Act (TOPA) structure, granting registered community land trusts an automatic third right of refusal to purchase multifamily housing. It would also provide registered CLTs with the second right of refusal for properties on the tax sale list before they are available to private buyers. In addition, it would establish a one-stop shop of resources for homeowners and aspiring homeowners in the District on matters such as home valuations, property taxes, property maintenance and improvement, and relevant District laws and regulations.

As introduced, this bill would establish a non-lapsing fund to support the DC ACHIEVES program. The program will provide grants to undocumented District students for tuition and non-tuition expenses not covered by other non-loan assistance.

As introduced, this bill would clarify that landlords may not charge over a certain amount for fees associated with processing applications for rental housing and raises the notice period for rent increases from 30 days to 60 days. It retains the landlord’s ability to withhold a security deposit for the replacement value of items a tenant may have damaged during their lease but prohibits charging new or departing tenants with fees associated with maintaining the implied warranty of habitability in a unit
