This legislation would amend the Rental Housing Act of 1985 to clarify that landlords may not charge exorbitant fees associated with processing applications for rental housing, and raises the notice period for rent increases from 30 days to 60 days. The bill also prohibits landlords from charging new or departing tenants with fees associated with maintaining the implied warranty of habitability in a unit.

Currently, DPR operates and manages 14 indoor aquatic centers, 19 outdoor pools, 4 children’s pools, and 27 splash parks. It also has over 100 playgrounds and over 200 small parks that vary in size. Some of these community assets are woefully underutilized, and some are need of repair and refresh. Unfortunately, it is hard for the public to know which recreational facility will receive capital investments and when the funding will be appropriated. The PARKSNREC Act seeks to change that.

This legislation requires the assessment of 1 point to the driver's record for each ATE moving violation and 2 points for school zone violations. Additionally, it mandates the DMV to biannually send driving records of drivers who receive five moving violations in DC to the drivers' automobile insurance company. Furthermore, parked vehicles with counterfeit/stolen tags to be towed/ immobilized, as will parked vehicles with five or more unpaid moving violations.

This legislation will revise the suitability screening process for individuals applying to work as a teacher or volunteer in schools and for educational programs in the District of Columbia by revising the employment look back period, requires child abuse and neglect registry checks in states the applicant has worked or lived, adds the National Sex Offender Registry to the list of statutorily required reviews for each applicant, and updates the expungement statute so that the offenses that remain in the Child Protection Register are serious and substantiated findings.

This legislation would establish a Commission on Public Compensation to review and make recommendations on the compensation and stipend levels for the members of Council of the District Columbia, the Mayor, the Attorney General, the members of the State Board of Education, and several public commissions and boards.

This legislation would create a Commission on Re-Entry Services for Women focused on supporting formerly incarcerated women while identifying solutions that would best facilitate successful reintegration into communities in the District of Columbia.

This legislation would first, clarify that an individual assisting another individual who is seeking, inducing, or attempting to induce that individual’s own abortion shall not be penalized. Second, it clarifies that any individual’s act of providing, dispensing, administering, or transferring possession of a product used for self-managed abortions, to an individual who is self-managing an abortion shall not be penalized.

Many people don’t anticipate that they will have difficulty conceiving a child. Once they realize that they do and that there is a clear solution, they are then met with another obstacle – cost. One cycle of IVF alone can cost between $20,000 to $25,000, and insurance providers are not required to cover this treatment. This legislation would expand coverage provided through private insurers, Medicaid and the DC Healthcare Alliance to include diagnosis and treatment for infertility.

This legislation would provide an additional $100 per month to families with children under three enrolled in the Temporary and Needy Families (TANF) Program intended for diaper expenses. This bill would also establish a new diaper bank grant program, increasing access to free diapers for our most vulnerable neighbors.

This legislation would create a one-stop shop of resources for homeowners and aspiring homeowners in the District on matters such as home valuations, property taxes, property maintenance and improvement, and relevant District laws and regulations. The Center would also offer counsel from a Housing Resource Officer.

While some tree failures are unforeseeable, the majority of them can be avoided by thoroughly evaluating properties for indicators. If not removed properly, hazardous trees can cause structural damage to homes, block sidewalks or roadways, and endanger resident safety. We know that hazardous tree removal can be expensive and labor intensive. This legislation would take the responsibility of removal off of our low-income neighbors and senior citizens, thus increasing the likelihood for removal and better supporting safety of the full community.

The DC Advancing College Hopes forImmigrants’ Education and Vocational Enrichment Scholarship (DC ACHIEVES)Establishment Act of 2022 would create a non-lapsing fund for costs associated with higher education solely available to undocumented high school graduates in the District.
